I'm running water with water wetter and they don't have a problem with it whatsoever with STT. Just no standard green anti-freeze with the Intermediate and advanced group. I'm just a Newb, but I know they will let you run the water with water wetter in every group.

From STT's Policies & Procedures & Requirements page...

    6) Advanced and Intermediate group riders MUST use water or water wetter or a non-ethyl glycol based anti-freeze/coolant. Approved Poly Glycol brands are: Evans, 7th Gear, Liquid Performance, and Engine Ice. NO AUTOMOTIVE ETHYL GLYCOL BASED COOLANTS ARE ALLOWED.

Distilled water mixed with Water Wetter is the ideal solution (IMO). I strongly recommend that even Novice riders don't run regular coolant. It may be allowed per the rules... but do you really want 100 riders angry at you if you crash and spill coolant on the track and we have to be down for an hour while they try to clean that slippery stuff up?

Distilled water can be found in any grocery store. Don't use tap water cause the minerals in it can foul up your system. You CAN use tap water in a pinch though to get you through a weekend.

Yes, it will be a problem if you are caught trying to get into Int or Adv with ordinary coolant in your bike. It's a safety issue, so there's no real room for arguement. This goes for all tracks.

If you have to, come find me in the morning. I have Water Wetter you can use. It only takes a few cap fulls per gallon of water. It's real easy to drain your coolant, flush it with a hose, then fill it back up with a water-wetter mix or Engine Ice.
