No, passing in the novice group is kept to straights. At least until midday, the groups are led by an instructor as well.
I think the rule is different in the south restricted to outside only in turns and straights usually if it's dry.
It depends on the day and the track. Most of the time there is no passing the first two session and you follow an instructor. If you are in an advanced novice group you may get to pass you instructor and ride on your own after the second session if your instructor thinks you are ready. After lunch most groups are turned loose to ride on their own depending on how the groups are doing individually. After lunch passing is allowed on straights and on the outside in turns. Once again this is up to your instructor. Remember it is up to the rider to make clean passes at all times. If in doubt don't pass and watch closing speeds. If anyone is seen making close or dangerous passes they will be brought off the track
